What is an 8(a) Direct Award?

The Small Business Administration (SBA) 8(a) Sole Source vehicle enables agencies to engage in direct buy contracts with certified contractors, streamlining and simplifying the acquisition process for Contracting Officers and federal agencies.

Direct negotiation

This acquisition method provides for direct negotiations in clarifying scope and budget, allowing both the federal government and 8(a) contractor to reduce risk – and therefore cost – in delivery.

Rapid acquisition

It has the added benefit of providing a streamlined process for rapid acquisition, and is a recommended vehicle of choice for time-sensitive projects with complex (and sometimes incomplete) requirements.

How an 8(a) direct award moves from request to contract

01

Government Program Manager

Scope and funding

The Government Program Manager or interested party develops a statement of work, prepares government estimates and obtains the necessary funding.

02

Government Program Manager

Selection and request

Through direct discussions and negotiations with JBW, the Government Program Manager selects JBW to perform the work and submits a procurement request to the agency Contracting Officer.

03

Contracting Officer

Offer Letter to SBA

The agency Contracting Officer contacts JBW’s SBA Business Development Specialist, Mr. Sean Smith. Ultimately, the Contracting Officer will submit an “Offer Letter” to the SBA for the designated scope of services that JBW will perform.

04

SBA

SBA processing

SBA processes the Offer Letter and returns it to the Contracting Officer who submits the Statement of Work and Request for Proposal to JBW.

05

JBW and the agency

Proposal and award

JBW submits the proposal which is evaluated and negotiated (if necessary) by the agency and the contract is awarded.

Sole Source contracting can be accomplished in less than 30 days, whereas traditional process can take over 90 days.
